13.1. Licensing and Permits
13.1.1. State Registrations

13.1.2. ECR Inspection
All OHV/ATV/UTVs will be
subject to an annual inspection by ECR for which an OHV/ATV/UTV Inspection Fee will be charged. Vehicles passing inspection will receive an ECR Authorized OHV/ATV/UTV sticker to be displayed on the vehicle. OHV/ATV/UTVs not displaying this sticker may not be operated or parked on Resort Property. The inspection will include items of compliance with ECR regulations. To pass inspection each vehicle requires: No oil or gas leaks, the vehicle must start at the time of inspection, a spark arrestor, and a fire extinguisher for each vehicle. Amended March 21, 2024.
13.1.2.1. Unregistered OHV/ATV/UHV
If anyone is found on ECR Resort property with an OHV/ATV/UHV that has not been inspected and issued an ECR Tag they will be fined. Vehicles that have been inspected but are not displaying proper stickers or tags will be considered unregistered. See Appendix A for penalty. Amended March 21, 2024.
13.2. Utah State Laws
Any ATV/OHV/UTV user must adhere to the Utah State OHV/ATV/UTV Laws.
13.3. Use Restrictions
No OHV/ATV/UTVs may be operated in or around the Lodge, Condos, or RV Park areas from March 1st to September 30th except snowmobiles and OHVs in snowmobile use period. Temporary 30 minute parking for OHV/ATV/UTVs for the Lodge Area is located on the East side of the paved Lodge parking area. Loading or unloading of ATVs is allowed North of the Condos where designated. See Appendix A for penalty. Amended March 21st, 2024.
13.3.1. OHV/ATV/UTV Storage and Parking -
OHV/ATV/UTVs, not on trailers, are to be parked in the Designated OHV/ATV/UTV fenced storage area across the river next to the gaming courts while Member is at the Resort. Long term OHV/ATV/UTV storage is located in the Kurzy OHV/ATV/UTV storage area while members are not on site. 13.3.1(a) Long Term OHV/ATV/UTV Storage Long term ATV trailer storage must be used if Member is not on site. Long term OHV/ATV/UTV storage is allowed only in the Kurzy OHV/ATV/UTV area. Obtain gate combination from the front desk. All OHV/ATV/UTV vehicles must display a current ECR tag showing the date and parking location. If the unit has not been utilized and/or moved during the period of March 31st to April 1st of the following year, the member may be subject to a fine and notice requiring removal of the unit. Any non-complying equipment or vehicle may be removed for salvage or auction. See Appendix A for penalty. Amended November 14, 2024.
13.3.2. Allowed Access
OHV/ATV/UTVs may be driven to or from the Designated Storage Area on the access road running north of the South Bathhouse and the access road east of the Main Lodge. The driver must observe the 10 MPH speed limit. See Appendix A for penalty.
13.4. Spark Arrestors
All combustion-engine vehicles must have mufflers and spark arrestors.
13.5. OHV/ATV/UTV Use
Only licensed drivers are allowed to operate OHV/ATV/UTVs on the Resort. For this
section a "license" is either a valid license to operate a motor vehicle, recognized by the State of Utah, or an OHV/ATV/UTV safety certificate issued by the Utah Division of Parks and Recreation. Riders use the OHV/ATV/UTVs at their own risk.
13.5.1. Member OHV/ATV/UTV Tag Limit
Each Member is limited to three (3) annual OHV/ATV/UTV stickers per membership. Amended March 27, 2025. 13.5.2 Member's Guests OHV/ATV/UTV Tag Limit Each Member shall be allowed a total of five (5) OHV/ATV/UTV Temporary Tags per Membership at any given time. The Tags will be issued upon inspection of the OHV/ATV/UTV by the Resort Staff and upon payment of the inspection fee, as stated in rule 13.1.2. Inspection fees apply per Guest OHV/ATV/UTV per use. All Guests must be with an ECR Member at all times while utilizing the trails. It is the Member responsibility to add their Guests to the Waivers List with regard to OHV/ATV/UTV and obtain the proper signatures to indemnify all parties under said waiver.
13.6. Designated Trails
Wheeled vehicles are restricted to Designated Unimproved Roads or Designated ATV Trails. No motorized wheeled vehicle of any kind is permitted off the roads or off Designated ATV/OHV/UTV Trails. See Appendix A for penalty.
13.7. North of Condo Parking Area
Parking in this area is by Permit and while the Member is On Site only. ATVs must be on a trailer and no vehicle without a trailer is allowed to park in North of Condo area. All parking must be on the pavement. No horse trailers or RV are allowed. Any
exceptions must be authorized by ECR Management. See Appendix A for penalty.
